Lugar Plaza

Lugar Plaza is a 2-acre civic plaza in the heart of downtown Indianapolis. Named after the former Senator and Indianapolis Mayor Richard G. Lugar, the picturesque plaza is conveniently located along the Indianapolis Cultural Trail and in the thriving Market East Cultural District. As the gateway to the City-County Building, Lugar Plaza welcomes the community to gather, connect, share ideas, and celebrate in an attractive, versatile public space.

Hours

Lugar Plaza is open 24 hours a day, 7 days a week, 365 days a year. Although open, quiet hours on Lugar Plaza are from 10 PM- 7 AM daily.

Cost

FREE! There is no cost to visit Lugar Plaza. Additionally, several FREE programs and events happen here throughout the year.

Parking

Nearby street parking is available on Washington St., Alabama St., Delaware Dt. and Market St. It’s is paid Monday- Saturday, and FREE on Sundays and holidays.  Additionally, several nearby paid parking lots and garages are also open to the public.

Getting to Lugar Plaza

Lugar Plaza is located at 200 E Washington St, Indianapolis, IN 46204, along the Indianapolis Cultural Trail at the northwest corner of Washington and Delaware Streets

  • Indianapolis Cultural Trail: The Indianapolis Cultural Trail is a great way to access Lugar Plaza by foot or bike as it runs adjacent to it on Washington St. Bike parking is available near the City-County Building and along the Trail.
  • Pacers Bikeshare: Bike to Lugar Plaza using Pacers Bikeshare.  Conveniently, there is a station located within Lugar Plaza as well as 50 stations throughout the city.  
  • Transit: The Julia M. Carson Transit Center is located directly across the street from Lugar Plaza. Numerous IndyGo lines stop at the Transit Center, including the  popular Red Line.
  • Cars: The best address to navigate to Lugar Plaza is 200 E. Washington Street, the same as the City-County Building. Nearby street parking is available on Washington St., Alabama St., Delaware Dt. and Market St. It’s is paid Monday- Saturday, and FREE on Sundays and holidays.  Additionally, several nearby paid parking lots and garages are also open to the public. Lugar Rules

  • Place all trash in proper receptacle
  • Owners must pick-up after their pet
  • No smoking, vaping or outside alcohol
  • No motorized vehicles* allowed
  • Do not damage property or affix signs
  • No weapons allowed
  • No sleeping or camping
  • No fires, flames or fireworks
  • Avoid blocking entries and exits to the Plaza
  • No sales of goods or services allowed unless pre-approved with the Indianapolis Cultural Trail

*Power wheelchairs and ebikes are allowed
